Council and school board elections fill several seats at once, and each voter casts one vote per seat. Where the same ballot also held a mayoral race, the number of ballots cast is known, so the figure is measured rather than estimated. Figures marked ~ had no mayoral race to measure against and are estimated from the seat count instead — treat those as an upper bound, since voters who use fewer than all their votes push the estimate up. Single-seat races (mayor) are exact.
